Chapter I General Provisions
Item I This preferential policy is made based on the actual situation of Wulong for the purpose of speeding up the pace of building our county into a strong Chinese tourism county and international tourism destination effectively, constructing good atmosphere of tourism economy in the county, encouraging the development and operation of tourism commodities, boosting the tourism entertainment industry and promoting the development of the local economy and society.
Item II The applicable objects of this preferential policy are the enterprises or individuals who newly build or rebuild tourism commodity development with over 2 million RMB of fixed asset investment, professional cooperative societies who are engaged in mass production of new tourism commodities with an annual sales income of 1.5 million RMB, exclusive tourism commodity shops whose operation area is over 200 square meters, large multiple shops that exploit special sales counters for tourism commodities with over 200 types of tourism commodities based on the existing fundamental, retailers whose hand in over 100 thousand RMB of business tax annually, retailers who deal Wulong-produced tourism commodities with over 1.2 million of annual sales, enterprises or individuals who newly build entertainment projects with over 2 million RMB of fixed asset investment, and enterprises or individuals who further invest over 1 million RMB for improving the existing entertainment items and levels.
Item III The tourism commodity development that this policy refers to includes: production of Wulong-characteristic tourism commodities; mass production of other characteristic tourism commodities within Wulong,
in which, the Wulong-characteristic tourism commodities refer to:
Folk cultural commodities. Development of high grade tourism cultural commodities, issuance of local culture works, art, calligraphy, local customs, songs, introductory books, maps of scenic spots, complete sets of scenery pictures, commemorative cards, anecdotes of famous people etc.; commemorative goods that publicize the Wulong karst wonder, Wulong local conditions and customs and tourism resorts; the clothing, embroidery, bamboo and wood products and daily supplies etc of the minority nationalities like Tujia, Miao, Gelao, etc.
Local special commodities. Development of subsidiary agricultural products and some handcraft products with strong local characteristics, especially products with special qualities, styles or techniques.
Artware. Commemorative Wulong-style jewelries, ornaments and souvenirs, etc.
Traditional local food and dishes. Development of traditional local characteristic foods, dishes and making exquisite boxed gifts.
The tourism entertainment items referred to in this policy mean: entertainment items that meet the different levels of needs of the modern people, including: KTV, entertainment club, dancing halls, Kara OK halls, musical leisure teahouses, fashionable clubs, aquatic entertainment, fairgrounds for the elderly, fairgrounds for the youth, ethnic custom amusement parks, tourist leisure parks, etc.
The development of the tourism commodities and entertainment projects involved in this policy must accord with the overall tourism development planning, overall land use planning, urban and rural planning and environment protection planning of the whole county.
Chapter II Land and tax policies
Item IV. For tourism commodity and entertainment development projects, if the investments are within the encouraged items and the land-use right is obtained through paid ways, the policy of revenue-expenditure-separation will be used for the land transfer fee, and the county returns all the amount of the actually obtained part, except the special funds stipulated by the superiors for the infrastructure construction of the enterprise.
Item V. For the tourism commodity and entertainment development projects in our county, 30% of the total amount of the collected house ownership tax and land property tax will be arranged to the enterprise for as its reproduction development fund.
Item VI. For the enterprises that invest on tourism commodity development, the county-dominative part of the paid taxes will be returned according to below standards for the first three years after operation: return 5% for below 500 thousand; return 10% for 500 thousand to 2 million; return 15% for 2 to 5 million; return 20% for over 5 million.
For the tax of processed tourism commodities of subsidiary agricultural products, the revenue-expenditure-separation policy will be adopted for the county preserve part. It will be collected first and then returned full amount.
Item VII For the retailers that deal Wulong-produced tourism commodities with an annual sales of 1.2 million RMB or annual paid business tax of over 100 thousand, 30% of the actually obtained part of the paid tax will be returned.
Item VIII For new entertainment projects with a total investment of over 2 million RMB, all of the county-obtained part of the paid business tax and business income tax will be returned full amount by the county finance to the enterprise as its fund of further development.
Item IX For the tourism stores (local special products, artware, souvenirs) that are newly built or rebuilt and are larger than 200 square meters (not including the parking lot), the county-obtained part of the paid business income tax for the first two years from the operation date will be returned full amount to the enterprise as its fund of reproduction development.
Item X If the tourism commodity and entertainment development and operation are the encouraged items, the policy of revenue-expenditure-separation will be adopted for the paid urban construction ancillary fees and 50% will be arranged to the enterprise for its infrastructure construction.
Chapter III Financial policies
Item XI For the key project investments that accord with the tourism commodity and entertainment business direction of our county, the county finance will offer soft loans or appropriate financial support. For the loan of first-time construction projects that are over 2 million RMB fixed asset investment, the county finance will offer full-amount interest subsidy with a subsidy period of two years; For the first-time non-loan construction projects that are over 2 million RMB fixed asset investment, the county finance offers gratuitous support of 3% of the total investment amount; The scale enterprises of tourism commodity development are encouraged to update the technology. For the products with over 2 million RMB investment for the technology update of the year, the county finance will offer a support of 3% of the investment amount.
Item XII For the newly established enterprises or individuals that develop tourism commodities or entertainment projects with a registered capital of over 2 million RMB, all the administrative fees of the county departments (production cost excluded) will be exempted full amount and the self-operating public organization fees (production cost excluded) will be charged 50% of the minimum of the approved charge standard during the registration approval processes.
Chapter IV Service policies
Item XIII During the development and operation of the tourism commodity and entertainment project investments, the one-time charged administrative fees within this government level and its department authority scope will be halved, and the ones that are routinely collected will be charged first and then returned and for the first three years, 50% of the collected amount shall be returned to the enterprise for its reproduction.
Item XIV The temporary power and water supply connection costs will be exempted for the enterprises and individuals of the newly-built tourism commodities and entertainment projects.
Item XV For the tourism commodity and entertainment project developing enterprises who have an accumulated fixed asset investment of over 5 million RMB or pay over 500 thousand RMB tax to this level of exchequer, or the distributors who deal Wulong-produced tourism commodities with an annual sales of 1.2 million RMB, the county government will issue the "investor green card" to the president or general manager of the enterprise, who will enjoy the offers with this card in the county.
Item XVI The corresponding preferential investment policy of the new district of Xiannv Mount and Baima Industrial Park District will be adopted for the development and operation of tourism commodities and entertainment projects in the new district of Xiannv Mount and Baima Industrial Park District if it is more preferential than this policy.
Chapter V Supplementary provisions
Item XVII The more preferential policies newly issued by the country or Chongqing city will be adopted after the issuance of this policy. A same enterprise or a same project will not enjoy the same type of preferential policies provided by the county repeatedly after enjoying the above preferential policy.
Item XVIII This preferential policy shall be explained by the authority departments of tourism, business and culture of the county.
Item XIX This preferential policy will be executed from July 1, 2009.
